The Mattapan Community Development Corporation (Mattapan CDC), incorporated in 1996, is Mattapan's nonprofit community development agency dedicated housing, land and community development. Mattapan CDC builds, preserves, and operates quality affordable rental and homeownership housing with a priority on serving the housing needs of Mattapan’s low- and moderate-income residents. . Mattapan Neighborhood Stabilization Plan: The goal of the Mattapan NSP is to slow the adverse effects of the foreclosure tsunami on the community of Mattapan. MCDC plans to acquire, renovate and re-service through sale or rental up to 12 buildings and 36 housing units. We are excited about the progress to date. On June 7, 2010, Mattapan CDC purchased 327 Wood Ave, Boston. This three family dwelling will be renovated into 3 affordable rental units. Construction began on July 17, 2010 and is expected to conclude in November 2011. Occupancy is expected in Dec/Jan.
Mattapan CDC collaborated with Dorchester Bay Economic Development Corporation to form Mattapan Housing Stabilization Initiative, LLC. (MHSI). In February, MHSI acquired a two-family home located at 25 Nelson St, Dorchester. The home will be renovated for sale to an income eligible homeowner. Construction is expected to start in December 2010. Also In 2010, MHSI was designated by the City of Boston DND as developer for 302 Fuller St, Dorchester. This home will be renovated into three affordable rental units. Construction is expected to begin winter 2010.
Affordable Housing Renovation and Preservation: Mattapan CDC will renovate 24 units of affordable rental housing situated at three separate sites located at 8-10 Elizabeth Street, 10 Verrill Street, and 130-134 Ballou Avenue, Mattapan and Dorchester neighborhoods. Each building contains six residential units and is zoned for multifamily residential use. The project has been awarded Renovation grants totaling $950,000.00 from The Neighborhood Housing Trust and The City of Boston Department of Neighborhood Development. Construction is schedule to begin in the spring of 2011.
Morton Street Homes
Morton Street Homes will redevelop a mixed-use site at 757-769 Morton Street in Mattapan to create a cornerstone building with 36 permanently affordable 1, 2 & 3 bedroom units as well as approximately 7,000 square feet of commercial/retail space. The developer/sponsors are the Mattapan CDC and the Dorchester Bay Economic Development Corporation. The project is in the early pre-development stage. The sponsors have secured site control with the execution of a purchase and sale agreement with the current owners.
Upon completion of construction, two separately deeded condominium units will be created – one consisting of the first floor commercial / retail space. The second, third, and fourth, floor condo block will be owned by the Morton Street Homes Limited Partnership as “Morton Street Homes”. Construction is scheduled for fall 2011.

Philip E. Brown has been the Director of Real Estate Development for Mattapan CDC since 2008. In that capacity, he directs the activities of the Real Estate Development Department including managing all phases of real estate development projects. He supervises Mattapan CDC’s existing portfolio of 119 affordable rental housing units, and directs its Neighborhood Stabilization Program.
Mr. Brown brings over 20 years experience, including positions as Manager of the Senior Vacant Unit Initiative (SVUI) at Nuestra Comunidad Development Corporation, Senior Lending Officer for a national mortgage company, Vice President Mortgage Origination for a local community bank and Vice President Strategic Planning and Banking Officer for a global financial services firm. As a private developer, Mr. Brown has acquired, renovated, and resold the condominium project located in the inner-city of Boston. Mr. Brown earned an MBA from Columbia Business School and a BS in Management from Fisk University.
